Statement

Definitions and mathematical statement

Let $G=(V,E)$ be a finite undirected graph and let \[ T\subseteq\{v\in V:\deg_G(v)\text{ is odd}\}. \] An orientation $D$ assigns a direction to each edge. Write $d_D^-(v)$ and $d_D^+(v)$ for the in-degree and out-degree. It is smooth if \[ |d_D^-(v)-d_D^+(v)|\leq1\qquad(v\in V). \] For distinct $u,v$, let $\lambda_G(u,v)$ be the maximum number of edge-disjoint undirected $u$--$v$ paths, and let $\lambda_D(u,v)$ be the maximum number of arc-disjoint directed paths from $u$ to $v$. The orientation is well-balanced if \[ \lambda_D(u,v)\geq\left\lfloor\frac{\lambda_G(u,v)}2\right\rfloor \qquad\text{for every ordered pair }u\ne v. \] Thus the directed requirement applies in both orders; no vertex-connectivity interpretation is used.

The problem is to characterize the pairs $(G,T)$ for which an orientation exists satisfying smoothness, well-balancedness, and \[ d_D^-(v)<d_D^+(v)\qquad(v\in T). \] By smoothness and the odd degree assumption this last condition is equivalently $d_D^-(v)=(\deg_G(v)-1)/2$ for $v\in T$. There is no corresponding prescribed sign at odd-degree vertices outside $T$, and $T$ need not contain every odd-degree vertex.

Finiteness is the standard degree/connectivity setting used here; the isolated source does not explicitly discuss infinite graphs or whether parallel edges and loops are permitted. Local edge-connectivity is conventionally an off-diagonal quantity, so its displayed all-$u,v$ phrase is stated above for distinct vertices. These graph conventions require confirmation; no simplicity or algorithmic-time requirement is silently imposed.

Short English statement

Determine exactly when one can orient a graph so every vertex is nearly degree-balanced, every ordered pair retains at least half its undirected local edge-connectivity rounded down, and the specified odd-degree vertices have one more outgoing than incoming edge. The supplied assessment records partial progress through a general orientation-with-bounds framework but supplies no exact theorem for arbitrary $T$. Its archived Egres status is not a current resolution authority.
