Definitions and mathematical statement
The input is five positive integers $A,B,a,b,n$, encoded in binary. The container is $[0,A]\times[0,B]$. Each of $n$ congruent small rectangles has side lengths $a,b$, and may be placed with either orientation $(a,b)$ or $(b,a)$ parallel to the coordinate axes. Translations are allowed; arbitrary-angle rotations are not.A feasible packing consists of closed rectangles $R_1,\ldots,R_n$ contained in the container and having pairwise disjoint interiors. Boundary contact is allowed. Decide whether such a packing exists, and determine the complexity in terms of \[ L=\operatorname{bits}(A)+\operatorname{bits}(B)+ \operatorname{bits}(a)+\operatorname{bits}(b)+\operatorname{bits}(n). \] Positive rational dimensions give the corresponding version with numerator and denominator lengths counted as input.
The compact binary description is central. An algorithm polynomial in the numerical value of $n$ is not necessarily polynomial in $L$, and listing all rectangle positions may itself require exponentially many entries. Determine, in particular, whether polynomial-size verifiable certificates exist and whether a polynomial-time decision algorithm is possible. The packing is unrestricted beyond axis alignment: it need not arise by recursive guillotine cuts or by one fixed repeating pattern.
Short English statement
Determine the bit complexity of deciding whether a binary-specified number of congruent rectangles fits in a larger rectangle, allowing quarter-turn rotations and arbitrary packing patterns.Sources
