Definitions and mathematical statement
Let $G$ be a finitely generated group, in the setting of the source's stability definitions. Put $[n]=\{1,\ldots,n\}$ and let $S_n$ be its symmetric group. For $\sigma,\tau\in S_n$, set $d_n(\sigma,\tau)=n^{-1}|\{i:\sigma(i)\ne\tau(i)\}|$. An almost-homomorphism is a sequence $f_n:G\to S_n$ satisfying $d_n(f_n(g)f_n(h),f_n(gh))\to0$ for every fixed $g,h\in G$.For $m\ge n$, $\sigma\in S_n$, and $\tau\in S_m$, identify $[n]\subseteq[m]$ and define \[ d_n^{\mathrm{flex}}(\sigma,\tau) =\frac{|\{i\in[n]:\sigma(i)\ne\tau(i)\}|+(m-n)}{n}. \] Call $G$ flexibly permutation-stable if every almost-homomorphism admits integers $m_n\ge n$ and homomorphisms $\rho_n:G\to S_{m_n}$ such that \[ d_n^{\mathrm{flex}}(f_n(g),\rho_n(g))\longrightarrow0 \quad\text{for every }g\in G. \] This condition includes $(m_n-n)/n\to0$: corrections may introduce only a vanishing proportion of extra points.
Ordinary permutation stability requires homomorphisms $\rho_n:G\to S_n$ with $d_n(f_n(g),\rho_n(g))\to0$ for every $g$, so that no enlargement occurs. Does flexible permutation stability imply ordinary permutation stability for every group in this setting? The issue is whether the small enlargement allowed by the flexible definition can always be eliminated while retaining a genuine action and pointwise convergence. The maps and enlarged sizes may depend on the given approximation sequence.
