Statement and result.
Every finite simple graph with $m$ edges has a subgraph without a four-cycle and with at least $\tfrac12m^{2/3}$ edges. We prove this by the elementary alteration argument given by Zach Hunter in the problem's discussion. The exponent is optimal for arbitrary host graphs.Counting the forbidden configurations.
Let $C(G)$ be the number of unoriented copies of $C_4$, including those with diagonals present in the host. A matching of two edges can be the pair of opposite edges of at most two four-cycles: on its four endpoints there are only two ways to join the opposite edges into a cycle. Each four-cycle has exactly two opposite-edge matchings. Double counting therefore gives \[ 2C(G)\leq 2\binom m2,\qquad C(G)\leq\binom m2. \tag{1} \] The argument counts subgraphs, not induced subgraphs, so chords cause no difficulty.Sampling and deletion.
For $m\geq1$, retain each edge independently with probability $p=m^{-1/3}$, and call the resulting graph $H$. Linearity of expectation gives \[ \mathbb E e(H)=pm,\qquad \mathbb E C(H)=p^4C(G). \] For each four-cycle of $H$, choose one of its edges and delete the union of the chosen edges. The resulting graph $H'$ has no four-cycle: any such cycle would already have been a cycle of $H$, from which a chosen edge was deleted. Since the union of the chosen edges has size at most $C(H)$, \[ e(H')\geq e(H)-C(H). \] At least one outcome satisfies \[ e(H')\geq pm-p^4\binom m2 =\frac12m^{2/3}+\frac12m^{-1/3} \geq\frac12m^{2/3}. \] When $m=0$, the empty graph proves the assertion. This proves the requested uniform bound, without an asymptotic qualification on $m$.Why the exponent cannot be increased.
Take the complete bipartite host $K_{n,n^2}$, which has $m=n^3$ edges. In a four-cycle-free subgraph, let $d_1,\ldots,d_{n^2}$ be the degrees on the larger side. Any two vertices on the smaller side have at most one common neighbour, so \[ \sum_{i=1}^{n^2}\binom{d_i}{2}\leq\binom n2. \] For every integer $d\geq0$, $d\leq1+\binom d2$. Consequently \[ e(H)=\sum_i d_i\leq n^2+\binom n2<\frac32n^2 =\frac32m^{2/3}. \] Thus no bound $c\,m^\beta$, with fixed $c>0$ and $\beta>2/3$, can hold for all host graphs. This is Folkman's obstruction to the earlier $m^{3/4}$ proposal.Attribution and assessment.
