Definitions and mathematical statement

In a fixed computable presentation of a countable set $A$, a set $S\subset A$ is simple if it is computably enumerable, $A\setminus S$ is infinite, and every computably enumerable subset of $A\setminus S$ is finite. The source first uses $A={\mathbb{N}}$ and then rings such as ${\mathbb{Z}}$ or $\mathcal O_K$; these require a specified effective coding. Simplicity implies noncomputability.

Question 11, Davis: effective witness extension. Let $A=\mathcal O_K$ be a ring of integers with computable presentation, let $f:A\hookrightarrow R$ be a computable unital embedding into a computably presented ring, and let $P\in A[X,\vec Y]$ with its coefficients effectively mapped to $R$. Define \[ S=\{x\in A:\exists\vec y\in A^n\ P(x,\vec y)=0\}, \] \[ S_R^{\mathrm{pull}}=\{x\in A:\exists\vec y\in R^n\ f(P)(f(x),\vec y)=0\}. \] Assume $S$ is simple. Then $S\subseteq S_R^{\mathrm{pull}}$, and the aid asserts that the latter is c.e. by effective witness search. Consequently it is either simple, if its complement is infinite, or cofinite. The source's $f(S)\subseteq S'$ mixes ambient types because it defines $S'$ inside $A$; the pullback above repairs that explicitly. One could instead define a target subset of $f(A)$, but must then transport the effective coding too.

Supplied conditional consequence for ${\mathbb{Q}}$. If $P\in{\mathbb{Z}}[X,\vec Y]$ has a simple integer-witness set \[ S_{\mathbb{Z}}=\{x\in{\mathbb{Z}}:\exists\vec y\in{\mathbb{Z}}^n\ P(x,\vec y)=0\} \] and the complement in ${\mathbb{Z}}$ of \[ S_{\mathbb{Q}}=\{x\in{\mathbb{Z}}:\exists\vec y\in{\mathbb{Q}}^n\ P(x,\vec y)=0\} \] is infinite, then $S_{\mathbb{Q}}$ is simple and not recursive. An algorithm for Hilbert's Tenth Problem over ${\mathbb{Q}}$ would decide membership in $S_{\mathbb{Q}}$ by substituting an integer for $X$, a contradiction. Thus such a polynomial would prove undecidability over ${\mathbb{Q}}$. No polynomial meeting both hypotheses is constructed in the supplied record, so no unconditional negative solution to Hilbert's Tenth Problem for ${\mathbb{Q}}$ is claimed.

Supplied noneffective-localization obstruction. Let $C$ be a non-c.e. set of rational primes and put $R_C={\mathbb{Z}}[C^{-1}]$. The existential pullback for $XY=1$ is \[ U_C=\{x\in{\mathbb{Z}}:\exists y\in R_C\ xy=1\} =\{\pm\textstyle\prod_{p\in C}p^{e_p}:e_p\ge0, \text{ finite support}\}. \] For a prime $p$, $p\in U_C$ exactly when $p\in C$; hence $U_C$ is not c.e. If infinitely many primes lie outside $C$, its complement is infinite. This example refutes automatic effective enumerability of witness pullbacks into an arbitrary ring. Its integer-source unit set is not asserted to be simple, so it is not presented as a direct counterexample to the full simple-source dichotomy with all its hypotheses. It shows why the effective preservation step cannot be omitted merely because the target is an abstract ring.

Short English statement

Davis's proposed method is valid for effective ring embeddings: extending witnesses gives a c.e. superset of a simple set, which stays simple unless it becomes cofinite. A polynomial whose rational-witness enlargement still has infinite complement would therefore prove HTP over ${\mathbb{Q}}$ undecidable. The supplied localization example shows that arbitrary noneffective target rings do not automatically preserve c.e. pullbacks.
