Statement

Definitions and mathematical statement

Let $G$ be a finite connected loopless graph, allowing parallel edges, with graph Laplacian $L$. A divisor is $D\in{\mathbb{Z}}^{V(G)}$, is effective when all entries are nonnegative, and is linearly equivalent to $D'$ when $D-D'\in L{\mathbb{Z}}^{V(G)}$. Write $|D|$ for its effective representatives. The Baker--Norine rank is \[ r_G(D)=\min\{\deg E-1:E\ge0,\ |D-E|=\varnothing\}. \] In particular $r_G(D)=-1$ when $|D|=\varnothing$. The source attributes to Lionel Levine the question of computing this rank efficiently; it does not specify graph encoding, divisor encoding, exact versus approximate output or allowed parameters.

The attached aid reports NP-hardness of exact rank even on simple graphs. This rules out a general polynomial-time exact algorithm only under $\mathrm P\ne\mathrm{NP}$, not as an unconditional separation. It separately reports tractability of reduced-divisor effectivity, fixed rank-threshold tests, fixed vertex count and some graph classes, without giving their full hypotheses or references. Effectivity alone does not compute arbitrary rank.

For the explicit two-vertex multigraph $B_m$, with $m\ge1$ parallel edges and divisor $D=(x,y)\in{\mathbb{Z}}^2$, let $a$ be the unique integer $0\le a<m$ congruent to $x$ modulo $m$, and set $b=x+y-a$. The aid's exact formula is \[ r_{B_m}(D)=\min\{a+\max(b-m+1,0),\ \max(b,-1)\}. \] No nonnegativity hypothesis is imposed on $x,y$ or $b$. The formula includes noneffective classes, rank $-1$, and the tree case $m=1$. The aid states that one modular normalization and these two obstruction sectors suffice for an algorithm polynomial in the bit lengths of $m,x,y$, even when $m$ and the signed chip counts are binary encoded. This is a special-family algorithm rather than a solution of the general NP-hard problem.

Short English statement

Compute Baker--Norine divisor rank efficiently. The supplied aid distinguishes general exact-rank NP-hardness from tractable restricted settings and gives a closed formula with polynomial bit complexity for every signed divisor on a two-vertex multigraph.
