Statement

Definitions and mathematical statement

For a real symmetric matrix $W\in{\mathbb{R}}^{n\times n}$, the standard nonnegative-PCA problem is \[ \operatorname{OPT}_+(W)=\max\{x^TWx:x\in{\mathbb{R}}^n,\ x\geq0,\ \|x\|_2=1\}. \] A standard semidefinite relaxation is \[ \operatorname{OPT}_{\mathrm{SDP}}(W) =\max\{\operatorname{Tr}(WX):X=X^T\succeq0,\ X_{ij}\geq0\ \forall i,j, \ \operatorname{Tr}X=1\}. \] It is a relaxation because $X=xx^T$ is feasible for every nonnegative unit vector. Exact value tightness means $\operatorname{OPT}_{\mathrm{SDP}}(W)=\operatorname{OPT}_+(W)$, equivalently existence of a rank-one optimal matrix for this relaxation. It does not require every SDP optimizer to have rank one.

The source asks whether the positive-PCA semidefinite relaxation is tight with high probability for Wigner matrices. For an intended sequence of ensembles $W_n$, the standard exact-value reading is \[ \mathbb P\left(\operatorname{OPT}_{\mathrm{SDP}}(W_n) =\operatorname{OPT}_+(W_n)\right)\longrightarrow1 \qquad(n\to\infty). \] A real Wigner model ordinarily has independent centered upper-triangular entries, symmetry below the diagonal, and a specified variance scaling; diagonal laws and moment/tail assumptions must also be fixed.

Neither the optimization/relaxation formulas nor the ensemble law are supplied in the record. The displays give the standard nonnegative and entrywise-nonnegative SDP interpretation, explicitly subject to confirmation. Strict positivity, another SDP, asymptotic vanishing gap, and planted-vector recovery would be different targets. In particular the source statement does not include a planted spike or signal-to-noise parameter, whereas its research summary discusses them; no spiked model is silently substituted for pure Wigner input.

Short English statement

Does the nonnegative-PCA SDP have an exact rank-one solution for a typical Wigner input as dimension grows? The supplied summary records partial progress from spiked/nonnegative PCA and angular-synchronization SDP work, but gives no precise theorem or certified sharp tightness threshold. Those different models do not by themselves settle the unspiked question as written. The exact ensemble, relaxation and meaning of tightness require source review.
